Begun as a loving examination of Italian cinema, the film transformed into a docu-drama that alternates between interviews with the great names of the past and fragments of cultural and political life of the last 30 years. It is a travel diary that shows Italy from north to south, through movie theatres; television-addicted kids; Berlusconi and Fellini; shopping centers; TV news editors; stories of impassioned film exhibitors and directors who fight for their films; and interviews with itinerant projectionists and great European directors.

Cefalonia tells the real story about what happened in September 1943 on the Greek island of Kefalonia (Cefalonia in Italian), when the 12,000 men in the Italian 33rd Acqui Infantry Division, following Italy's surrender to the Allied, refused to put themselves under German command and also refused to surrender their weapons. The local German force, supported by Stuka dive-bombers and additional troops, attacked the Italians and after several days of combat the Italians surrendered, having lost 1,300 men. As punishment, the German High Command ordered that all surviving Italians should be executed. Some 5,000 were executed during a week of killings. A handful were rescued by locals and the Greek guerrilla, while the rest were shipped off as prisoners, whereof 3,000 drowned when their ships hit mines. The film "Captain Corelli's Mandolin" is based on a novel about the Italian occupation of Cefalonia, but the massacre was much toned down in the Hollywood version.

It is the real story of Giorgio Perlasca (Luca Zingaretti). During the 1920s he was an Italian Fascist supporter, fighting in Africa an in the Spanish civil war where he deserved a safe conduct for Spanish embassies. After some years, disillusioned by fascism, he is a fresh supplier for the Italian army. In the war years he is in Budapest for his business. He lives an easy life there, well introduced into the Hungarian high society, without any problem coming from the war situation. When the Nazi occupied Hungary, in 1944, instead to leave (Italy had already surrendered to the Allies) he escaped to the Spanish embassy in Budapest using his old safe conduct and becoming a Spanish citizen, changing name into Jorge Perlasca. He starts working as a diplomat here. Eccentric and full of manias, Michele is a young high school professor who defines himself as “not used to happiness”. He realizes his life is meaningless if he doesn’t have a woman by his side but, after a series of rather disastrous experiences, he feels more alone than ever. Then, out of the blue, a new French teacher called Bianca arrives at school. Amongst uncertainties and contradictions, the two start dating. In the meantime, a series of homicides take place and a police officer begins to suspect that Michele is involved. Bianca will save him providing an alibi at the right moment, but then, everything goes wrong again.
