정치적 혼란기인 원조말. 지방을 관활하던 태감들은 폭정으로 백성을 괴롭히고 있었다. 어릴적 부터 함께 자란 군보와 천보는 무술에서도 뛰어난 실력을 발휘하게 되지만 무술대회에서 천보가 일으킨 사고로 둘은 속세로 떠난다. 어느날 궁지에 처한 추설과 동아를 만난 인연으로 두사람은 반군 불소루 사람들과 가깝게 지내게 된다. 이후 명예욕과 권력욕에 눈멀어 관병이 된 천보는 불소루 사람들과 군보를 배신하게 되고 태감 유당의 근거지로 쳐들어가던 사람들은 결국 천보의 배신으로 목숨을 잃게되고 군보는 그 충격으로 정신 이상자가 된다. 그러나 추설의 지극한 정성과 간호로 마침내 충격과 슬픔을 극복한 군보는 자연의 신비속에서 우주만물의 진리 태극을 깨우치게 된다. 마침내 두 사람간의 일대 혈투가 벌어지고 천보는 결국 군보의 손에 의해 죽게된다. 한바탕 혈투가 끝난후 군보는 인간들의 싸움이 모두 그릇된 욕망에서 비롯된 것이라 깨닫고 태극권을 대대로 전수시킬 것을 결심한다. 이후 군보는 이름을 장삼풍이라 개명하고 백성으로 하여금 태극권을 익혀 심신을 수양케 할 것을 목적으로 무당산에 입산, 태극권을 전파하는데 일생을 바친다.

경찰인 빌리(Billy: 빌리 블랭크스 분)는 근무 중 리(Lee: 패트릭 킬패트릭 분)와 그의 동생이 행패 부리는 것을 막다가 실수로 리의 동생을 죽이고 7년동안 사회와 결별하여 고등학교 청소부로 은거 생활을 한다. 그러던 중 톰(Tom: 켄 맥로드 분)이라는 학교 깡패의 괴롭힘을 받는 켄(Ken: 켄 스콧 분)을 도와주게 된다. 켄은 아버지의 죽음과 어머니의 실직으로 인해 고향을 떠나 어머니와 단둘이 이사와 등교때부터 아이들의 눈총을 받으며 마이크(Mike: 존 말로리 애셔 분)라는 친구를 사귄다. 그리고 줄리(Julie: 크리스틴 테일러 분)라는 여학생에게 반해 접근을 하는데 학교의 우두머리격인 불량 학생인 톰은 자신의 여자친구 줄리에게 접근하는 켄을 눈에 가시처럼 여겨 괴롭힌다. 켄은 빌리의 도움으로 위기를 모면하고 톰에게 괴롭힘을 더이상 당하지 않기 위해 빌리에게 무술을 배우기 시작하고, 링 위에서 정정당당하게 톰과 싸울 것을 약속한다. 그러던 중 빌리는 리가 불법 경기장에서 아이들을 희생시키며 돈을 버는 것을 알고 막으려다 리의 습격을 받아 잠적하고 톰과 켄의 시합은 시작되는데.
