1964년 와이오밍의 로린스 형무소에서 찰리의 사형이 집행되고 폐허가 된 지 20년 후, 형무소를 수리하여 재사용하기로 하고 악질 간수로 이름높던 샤프(Sharpe: 레인 스미스 분)를 신임소장으로 임명한다. 캐더린 워커(Katherine: 첼시아 필드 분)는 전근대적인 시설에 전근대적인 소장을 임명하는 것에 반대하지만 위원회의 결정에 따라 교도소 재개 준비를 돕게 된다. 하지만, 단적인 샤프는 캐더린의 간섭을 은근히 차단하며 시설도 채 갖추지 않은 상태에서 죄수들을 받아들인다. 샤프는 죄수 중에서 크리시스(Cresus: 린콜 킬패트릭 분)와 버크(Burke/Forsythe Electrocution: 비고 모르텐슨 분)를 보고 깜짝 놀란다. 크리시스는 찰리가 죽던 시절 같이 불리한 증언을 했던 인물이었고 버크는 죽은 찰리와 놀라우리만큼 비슷했기 때문이다. 그러던 어느 날, 지하실에서 화재가 발생하여 죄수가 죽는 사건이 발생한다. 버트는 그 옆방의 죄수 레온을 구함으로써 동료들에게 주목을 받지만 샤프는 그를 더욱 경계한다. 그러나 악령의 공격은 일단 시작되자 걷잡을 수 없이 폭발하여 교도관 윌리스(Wallace: 할 런던 주니어 분)가 찰리와 같은 모양으로 죽는 등 잔인한 죽음이 이어져 죄수들은 우왕좌왕하는데...
