After the events of the TV series, the 18 year old Yoko Godai has abandoned her special agent Saki Asamiya name to return to her normal life, and is now studying for college entrance exams. However, she accidentally bumps into a young man named Kazuo Hagiwara trying to escape from a group of hitmen, and learns that he comes from Sanko Academy, a private school located in a remote island known as Hell's Castle. The school is ruled by a former revolutionary thought to be dead named Hattori who is trying to brainwash students into terrorists to help him stage a fascist coup d'etat in Japan.

Now 89 and still living in Hawaii he is visited by his granddaughter who brings him a letter from his disinherited and recently dead son. Sawaki is released from prison after serving eight years for murdering a rival gang leader in order to obtain the land rights to a landfill for the Kotaki clan and he discovers that the world has changed significantly in that time. The police have forced the disbanding of all yakuza groups in and around Tokyo and most of the former yakuza have moved on to legitimate jobs. Sawaki is disgusted that his yakuza brothers have abandoned their codes of honor and are abusing their newfound power in the legitimate business world to exploit the poor. Sawaki feels partly responsible for making them so powerful and enabling their corruption, so he decides to follow his traditional code of honor to save the residents of a small town where his former lover lives.
