O filme é baseado na série "24 Horas" e dá continuidade aos acontecimentos da sexta temporada. O ex-agente Jack Bauer (Kiefer Sutherland) esta exilado em um fictício país africano, onde espera poder escapar das investigações que o governo americano esta fazendo a seu respeito. Lá, ele trabalha como voluntário em uma escola para crianças orfãs, que pertence a seu amigo Carl Benton (Robert Carlyle). O país esta a mercê do desonesto general Juma (Tony Todd), que esta tramando um plano contra o governo atual e recrutando meninos orfãos contra sua vontade para seu exército. Bauer e Benton precisam trabalhar juntos para conseguirem evitar que tais planos virem realidade.
Vinnie Terranova is back, foiling a staged kidnaping of computer mogul Paul Callendar's son in order to probe possible inside information brokering. Meanwhile, McPike is having a hard time working with his young boss, who feels Terranova and McPike are dinosaurs not worth supporting.
Modern day "Musketeers" attempt to become protectors of the inocent. While the biking trio rescue kindnapped children, guard witnesses, and chase mafia types, they also seek the missing fourth musketeer, who wears the famous musketeers' ring.

Calderone, Crockett and Tubbs' old nemesis, hires a notorious Argentinian assassin to take out his largest competitors in Miami, and the Vice Squad soon learns that Crockett's name is last on a list of eight victims.
Crockett and Tubbs go undercover as hotel security guards in this feature length episode of the hit series Miami Vice. While exposing Police Detectives involved in blackmail and prostitution, they stumble across two criminals planning to steal from the hotel's vaults. The criminals are later found murdered and horribly mutilated. Lt. Castillo recognises the trade-mark of an old enemy from his days in the Far East, General Lao Li. Castilio discovers that the General has brought his former lover, May Ying to Miami as a hostage in case he is bothered by the local law enforcemnet. Castilio and the Miami Vice team must find a way of catching the ruthless killer without endangering the life of an innocent woman.
Crockett and Tubbs work undercover at a hotel. They discover criminals who are old enemies of Lt. Castillo and have also kidnapped Castillo's long-lost wife. Lieutenant Castillo must overthrow his old enemy, who has passed his organization on to his grandchildren.
