Hong Kong, Oct 2013. Following a long period of social unrest over bank failures, property speculation and government mismanagement, crowds gather to demonstrate in front of the Legislative Council building. Panic ensues as a bomb is reported inside the LegCo building, planted by someone calling himself "Skywalker". All have their own reasons for being in the bank that day.

This spin-off movie provides a different contrast to the familiar Young and Dangerous films with greater character development. This time, the story's focus is on a female character - Sister 13 of the Hung Hing triad. Alan Tang Kwong-Wing is a young family man in San Francisco whose sense of obligation to his gangster cousin conflicts with his home life.
