Hong Kong, Oct 2013. Following a long period of social unrest over bank failures, property speculation and government mismanagement, crowds gather to demonstrate in front of the Legislative Council building. Panic ensues as a bomb is reported inside the LegCo building, planted by someone calling himself "Skywalker". Meanwhile, a branch of Hong Kong & China Banking Corporation is held up by two young people in masks - chemistry student Lang (Kelvin Kwan) and social drop-out Fish (Fish Liew). Among the people in the bank are disillusioned former teacher Yue Chung-tak (Teddy Robin), councilman Ho Chung-lai (K.K. Cheung), his mistress Rebecca (Maggie Chan), the bank's investment saleswoman Luk Wan-yee (Kay Tse), her philandering boyfriend Victor Lo (Wilfred Lau), and Wan-yee's onetime boyfriend, police detective Kin-ho (Paul Wong). All have their own reasons for being in the bank that day.

Tough cop Ken Li (Cheng) is at the top of his game, but he's going to need some help to solve a grisly crime that the offender, a respected police officer, doesn't even remember committing. He seeks out Jack Lai (Lai), a former psychologist now in disgrace and behind bars, who has an uncanny ability to bend people to his will. This spin-off movie provides a different contrast to the familiar Young and Dangerous films with greater character development. This time, the story's focus is on a female character - Sister 13 of the Hung Hing triad. In a triad underworld dominated by men, the film tells the story of how she faces trials and tribulations of rising to become the branch leader of Portland Street. The story shows the reasons she became a lesbian. The film also gives more details about the Tung Sing triad, and how the relationship between Sister 13 and Ben Hon develops.

Alan Tang Kwong-Wing is a young family man in San Francisco whose sense of obligation to his gangster cousin conflicts with his home life. When he is falsely accused of the murders of some Vietnamese gangsters, Tang flees to his native Hong Kong, followed closely by his wife and small child, a corrupt CIA agent (as if there were anything else), and the remaining Vietnamese gang members out for revenge. The wife and kid get kidnapped, but Tang and a friend kick everyone's ass, with the wife helping out in rather unexpected ways.
