One day, Pompo's "movie buff" assistant Gene spots a new script written by Pompo and is moved by its exquisite story. In a fit of passion, he proclaims, "I want to see this as a finished work in theaters as soon as possible!" However, Pompo tells him, "So you shoot this film." Thus, Gene takes on his first directing gig. Meanwhile, Natalie, an ordinary girl who just arrived in town with movie actress dreams, has been discovered by Pompo...

O filme conta a história de Suzu, uma garota de 18 anos que se muda para Kure, uma cidade militar próxima de Hiroshima. Como conta a história, Hiroshima é aniquilada no dia 6 de agosto de 1945. No filme Final Fantasy – VII The Last Order, Last Order enreda dois momentos anteriores à acção em Final Fantasy VII. Um desses momentos centra-se em Nibelheim e nas personagens Zack Fair, Cloud Strife, Sephiroth e Tifa Lockhart. O outro centra-se na fuga de Zack e Cloud das forças da Shinra. A anime sofre várias analepses e prolepses trocando o dois principais momentos da acção como se fossem recordações e reflexões do comandante dos Turks, Tseng, sobre os eventos de Nibelheim.

O filme começa exatamente onde acabou a segunda temporada, com Takumi já tendo aprendido a controlar o seu AE86 modificado (na disputa com o AE86 Turbo), e indo para sua revanche contra o 4WD do Kyouichi. Depois dessa super-corrida, o ritmo do filme cai um pouco e mostra os personagens vivendo suas vidas e se preocupando com o futuro, agora que o colegial está terminando. Paralelo a isso, surge um novo competidor querendo se vingar do Takumi e, lógico, nada melhor que desafiá-lo para um racha. Além disso, é mostrado um pouco do passado do Bunta, pai do Takumi.

Gau has come along way in his training as a Sevalle under Elle's mentorship, but there are those who wish to find a way of eliminating them, just waiting for the right opportunity to mount a deadly attack. As the travellers make their journey, their family bonds and skill will be tested.
