Ele adaptará o romance anterior "Hyouketsu no Kizuna", que foi incluído no primeiro volume de Blu-ray e DVD da série de TV. O episódio girará em torno de Emilia e seu encontro com Pack durante a viagem para a Mansão Roswaal para ser candidata à eleição real.

O filme se passa um ano depois dos eventos na série de TV. Depois de passar por uma jornada meticulosa através de várias “Linhas de Mundo” devido à invenção do “D-Mail”, Okabe Rintarou finalmente chegou à linha de mundo de “Steins Gate”, onde nenhum de seus amigos morreram e o futuro dominado pela SERN não existe.
