After two sailors are conned into buying a lame race-horse, they go ashore to sort out the problem, but when they realize that the horse is one of a pair of identical twins, their plan for revenge becomes more complicated.

After Captain Murphy lost some of his men on his last mission to Mexico to bring back a US Senator, he has been plagued with unhappiness and bad dreams. When Murphy is given orders to go back to Mexico to help Mexican people slaving for Salvatore, a rich drug dealer, he must use a new technology plane to get there. The plane is technically advanced with a new protection luxury called 'Active Stealth'. Murphy and his men get aboard the 'Active Stealth', piloted by Hollywood who dreams of being an actor and embark to Mexico. The action never stops from then on when Salvatore sends his men in to block them from getting through.

The Nazis send undercover agents into the port in a scheme to blow up the entrance to the harbor and keep the patrols blocked in. Singer Joan Whitney, called the "Sweetheart of the Navy" by sailors, is struggling to re-open the Snug Harbor Cafe. After her partner, Richard, skips town with the money owed to their creditors, the club opens unceremoniously. Two of Joan's sailor friends, Andy and Pete, offer to help her raise money for the club by staging a fight with Bumper Martin, boxing champion of the fleet. At Andy's request, straight-laced yeoman Eddie Harris replaces him in the upcoming fight. Andy and Pete then intimidate or coerce the sailors into betting on the fight, promising to give Joan the profits. Navy Commander Lodge, who is grooming Eddie for the Naval Academy at Annapolis, is against the fight, however, and Joan decides to "vamp" Eddie to make him fight.

On leave in Italy, Lt. Tommy Knowlton falls in love with Jean Standish, who's not only married, but is the daughter of his submarine's commander. Friction between the two officers becomes intolerable once at sea and after Commander Toler is forced to abandon Tommy's best friend topside while the sub dives to escape enemy planes, Tommy is no longer able to contain his anger.

However, she is reluctant to have her family live out of a suitcase and initially declines. Gramps tries to bring her on board to sail the sea of love with the commander.
