Patronized by a gang ruling the city, Mako delinquently plays around a night club every night with her bad company. One night, a guy Hideo gets closer to her for one-night stand, and they consequently fall in love. However, Hideo is killed by the gang. Mako swears vengeance on her beloved's murderer.
The Akiba and Shimura crime families run the streets of “K City”. With the construction of new buildings and new factories underway, the city has sprouted into a boomtown and business is good. Goro has always been a lone wolf. When he arrives at an industrial city in Keihin, there is certain restlessness in the air. Goro (Tetsuya Watari) wants to put his dark past behind. In the early years of the twentieth-century a young gambler returns to his home town where he finds the gang of which he was once a member engaged in a feud with a rival gang. Though he successfully settles their differences he is turned out of the organization for the way in which accomplishes it. Upon his return he finds that the fortunes of the group have declined - there has been treachery and desertion. This time with the approval of the seniors he settles the differences with a duel. After winning, however, he declines the position of gang-boss, preferring his freedom, and once more leaves town.

In 1936 under the war clouds over the Manchurian border, 60-year-old Oshima Shozaburo is concerned about the future of his only son, Ryuji, who has refused to follow in the footsteps of his gambler father and decided to become a doctor. At Tokyo Gakuen University, Takema, son of Tatsunosuke, chief of the Waku gang, is a freshman who wishes to prepare himself for a better life away from gang activities despite the wishes of his father who wants him to assist strengthen the gang against the Kawano group. Takema's classmate, Akiko, is the daughter of Eiko who operates a restaurant, and through her he obtains a lodging in the house of Shiu, a dancing mistress. The students enjoy their life, but most have their troubles. Sakamoto works as a laborer on the docks to help pay for his schooling, and Akiko worries over the relationship between her mother and Sakurai, a corrupt politician, suspected to be involved in graft over jet aircraft.
