裏社会の顔役・藤堂は、不二子と結託してルパンにとあるオークションに出品される宝石「人魚の鱗」を盗むように脅迫する。複数の事情の元、「人魚の鱗」が売り出されるオークション会場から見事に盗み出したルパンだったが、藤堂は秘書の美沙と共に、参加者の一人で宝石の出品者氷室の策により、彼の用心棒である殺し屋・影浦に殺されてしまった。盗み出した「人魚の鱗」が偽物だと知ったルパンは、姿を現した不二子から氷室の狙いが八百比丘尼の財宝であることを聞かされ、人魚の鱗と共に財宝の封印を解く第2の鍵「龍鱗石」を盗み出す。
