第二次世界大戦中、マレー半島を舞台に暴れまくった強盗団のボス、ハリマオが残した時価800億ドルともいわれている財宝。その財宝のありかは、熊・鷹・猿の三体の像に隠されている。そこでルパンはアラスカの美術館に保管されている熊の像を盗み出し、次元にバイトとして雇われた五ェ門も連れて、鷹の像があるアムステルダムへと向かった。だが、その財宝を狙う人物がもう1人いた。元イギリス情報部の諜報部員で、あの007のモデルにもなったイギリス貴族のアーチャー卿である。アーチャーはユーロトンネルの爆発落盤事故によってロイド保険に70億ドル以上の負債を抱えていた。そこで、その返済のためにハリマオの財宝をあてようと考えたのだ。
