タイムマシンの開発によって時間犯罪が多発。そこで時空間の管理を行なう警察組織が創設された。2004年、その任務にあたっていた捜査官のウォーカーはある事件の黒幕が次期大統領候補でもあるマコームであることに気づく。1994年に赴き、その調査を行なうウォーカーだったが、それは彼の妻が死亡した年でもあった。
