パリ郊外に位置するモンフェルメイユ。ヴィクトル・ユゴーの小説「レ・ミゼラブル」の舞台でもあるこの街は、いまや移民や低所得者が多く住む危険な犯罪地域と化していた。犯罪防止班に新しく加わることになった警官のステファンは、仲間と共にパトロールをするうちに、複数のグループ同士が緊張関係にあることを察知する。そんなある日、イッサという名の少年が引き起こした些細な出来事が大きな騒動へと発展。事件解決へと奮闘するステファンたちだが、事態は取り返しのつかない方向へと進み始めることに……。
