A priest relates the tale of his friend, a WWI veteran, to the Post-War Planning Committee. Unable to get a job upon his return from the war, he puts off his marriage and works for a bootlegger. He is forced to take a rap for his boss, goes to prison, and forms a gang.

After losing their parents in a flood at a young age, two brothers grow up to become a police officer and a lawyer, working with a local newspaper owner to help rid the city of bootlegging gangsters.

Bootleggers on the lamb Frankie and Noll split up to evade capture by the police. Frankie is caught and jailed, but Noll manages to escape and open a posh New York City nightclub. 14 years later, Frankie is released from the clink and visits Noll with the intention of collecting his half of the nightclub's profits.
