영화 특수효과 전문가 롤리 타일러는 어느날 정부기관의 고위관리인 립튼과 메이슨으로부터 40년간 암흑가의 보스였던 프랑코가 사살당한 것처럼 살인 연극을 꾸며 달라는 60초에 3만달러의 보수와 함께 부탁을 받는다. 악의 냄새를 맡을 수 없었던 롤리는 새우 요리를 먹고 있던 프랑코를 권총으로 난사, 사살하는데 물론 계획된 특수효과이었다. 그러나 립튼의 배신, 정체를 알 수 없는 킬러의 집요한 추적, 급기야는 연인인 여배우 엘렌이 롤리 앞에서 피살당하고 만다. 복수의 화신이 된 롤리는 자신의 기술을 이용하여 메이슨의 집으로 잠입한다. 프랑코가 빼돌린 1500만 달러로 그를 매수하려는 메이슨을 죽인 후 프랑코로 변장, 스위스 중앙 은행의 금고 속에서 돈가방을 들고 유유히 걸어 나와 자동차에 시동을 건다.

자동차 절도의 전과를 가진 지미 길마틴(데이비드 카루소)은 과거를 잊고 아내와 딸 코리나와 함께 새로운 삶을 살아가고자 노력한다. 어느날 범죄조직의 두목 리틀 쥬니어(니콜라스 케이지) 밑에서 차량절도에 가담하고 있는 사촌 로니(마이클 래파포트)의 간곡한 부탁으로 불법차량 운반 일을 나갔다가 권총 오발사로 인해 검문하던 경찰 캘빈(사무엘 L. 잭슨)이 부상당하고, 지미는 교도소에 수감된다. 범죄조직을 색출하기 위해 파견된 지방검사 프랭크 지올리(스탠리 투씨)의 집요한 심문에도 입을 다물고 있던 지미는 믿었던 로니 때문에 아내가 죽자 로니가 밀고자라는 소문을 퍼뜨려 리틀 쥬니어로 하여금 그를 제거시키게 만든다. 리틀 쥬니어를 기소하려는 프랭크 검사는 지미가 협조하는 조건으로 딸을 만나게 해준다. 이때 총상을 입었던 캘빈이 지미의 담당형사로 같이 다니게 된다. 3년간의 수감생활을 마치고 나온 지미는 그동안 코리나를 돌봐준 로지(캐서린 어브)와 결혼한다. 리틀 쥬니어에 접근하기 위해 지미는 그가 운영하는 나이트 클럽을 찾아간다. 리틀 쥬니어는 지미를 신임하게 되고 함께 그의 고객인 오마(빙 라미스)와 접선하는 장소에 데리고 간다. 오마는 연방수사요원으로 위장 잠복 근무 중이었으나 이를 눈치챈 리틀 쥬니어는 지미가 보는 앞에서 그를 살해한다. 주정부 검찰과 연방정부는 사건의 관할주도권을 놓고 팽팽히 맞서게되고 이 와중에 지미의 증언으로 리틀 쥬니어는 체포되지만 프랭크는 연방판사가 되려는 야심으로 리틀 쥬니어에 대한 기소를 묵살하는데...

United States Federal agent Rigby travels to the Central American island Carlotta to investigate a stolen aircraft engines smuggling racket.

The story concerns two agents, one Mexican (PJF) and one American, who are tasked to stop the smuggling of Mexican migrant workers across the border to California. The two agents go undercover, one as a poor migrant.
