담배업계 로비회사인 담배연구소의 부소장이자 대변인인 네일러는 어디를 가나 사람들에게 경멸에 찬 시선을 받으며 아들조차 그의 학교 방문을 부끄러워하는 남자지만 어지간한 상황은 거리낌없이 헤쳐나가는 인물이다. 그가 과연 지탄받는 직업을 합리화하고 아들에게 ‘윤리적 융통성’을 설파하는 데 성공할 수 있을까. 마침내 의회 청문회까지 나선 그는 내심 의 제임스 스튜어트를 꿈꾼다. 그러나 그의 입심이 아무리 대단하다 해도 그는 ‘사랑스러운 지미’가 될 수 없다. 그에겐 근본적으로 선의 미덕이 없기 때문이다.

미국의 3대 담배회사 브라운&윌리암슨에서 연구 개발부 책임자겸 부사장이었던 제프리 와이갠드 박사는 어느날 갑자기 회사에서 의사소통 능력 미달을 이유로 해고 당하고 만다. 판매량 증대를 위해 인체에 치명적인 암모니아 화합물질을 담배에 삽입하라는 회사의 계획에 반대했기 때문이다. CBS 시사 고발프로그램인 60분의 PD 로웰 버그만을 만나게 된 와이갠드 박사는 회사의 비리를 폭로하려 하지만, 담배회사는 와이갠드 박사와 그 가족의 생명을 위협하는 한편, 막대한 자본력으로 CBS의 운영진을 움직여 그의 입을 막으려고 한다.

브룩클린은 뉴욕에서 가장 많은 인구와 가장 오랜 역사를 자랑하는 도시로써 뉴욕인들의 향수를 자극하는 곳이다. 비니(빅터 아르고)는 그 곳에서 19년째 담배 가게를 해왔는데 이제 별로 돈벌이가 되지 않는 가게를 부동산 업자에게 팔기로 결심한다. 그런데 오랜 세월 동안 가게를 지켜온 오기(하비 카이틀)는 비니에게 담배 가게는 브룩클린 사람들의 정신적 쉼터와 같다며 가게를 닫지 말 것을 부탁한다. 오랜 고민과 갈등 끝에 비니는 결국 가게를 닫지 않기로 결정한다. 이에 따라 가게는 다시 브룩클린 사람들의 추억을 만들어가는 장소가 된다.
