제1차 세계대전에서 영국군에 맞서 싸우던 독일군은 프랑스의 한 작은 마을에 폭발물을 심어둔다. 영국군이 도착하면 그 폭발물이 터져 마을이 쑥대밭이 되는 것이다. 이 소식을 들은 마을 사람들은 모두 도망을 갔다. 그런데 근처에 있는 한 정신병원 환자들은 병원 문이 열려 있는 걸 보고 처음엔 망설였지만, 이내 그들도 병원에서 탈출하여 마을로 향하게 된다. 영국군인 찰스는 폭발물 해체 임무를 맡고 이 마을에 도착한다. 그리고 장군, 헤어드레서, 광대, 매음굴 마담 복장을 한 정신병원 환자들이 마을을 장악한 것을 발견하게 된다. 정신병원에서 뛰쳐나온 그들은 찰스가 꿈꿔오던 삶을 살고 있는 듯 보였다. 그리고 그들은 찰스를 그들의 왕으로 맞이하였다. 찰스는 자신이 마법과도 같은 네버-네버랜드에 와있는 것이라고 생각한다. 그는 그 ‘미친’ 사람들의 친절함과 인간적인 모습에 감동을 받는다. 그리고 무시무시한 전쟁을 일으키고 있는 사람들이 그들보다 더 미친 사람들이라고 생각하기에 이른다. 또한 ‘코쿨리코’라는 아름다운 여성을 만나 사랑에 빠지게 된다.
