Фильм повествует о поездке в СССР делегации итальянских коммунистов, в которую, естественно, затесался и переодевшийся в мирское платье дон Камилло.

На этот раз монсеньор дон Камилло и его извечный противник сенатор Пеппоне возвращаются в родной городок из Рима, чтобы разрешить спор по поводу старой маленькой часовни. Городские власти решили снести часовню и на ее месте построить жилой дом. И снова начинаются извечные козни между непримиримыми соперниками доном Камилло и Пеппоне…

Все приключения, случившиеся в городке Ассола, не произошли бы именно в нем, если бы он не отличался о других. Через город проходит граница между Францией и Италией и вся жизнь в нем определяется этим фактом. В Ассоле есть два способа зарабатывать деньги: либо подчиняться закону, либо избегать его. Interestingly enough, the relationship between Guendalina and Oberdan remains pure and chaste throughout their film, which is more than can be said for their parents. their respective parents behave with marked laciviousness.
