国家予算が正しく使われているかを調べる会計検査院の調査官3人が、東京から大阪にやってきた。大阪府庁など、実地調査を順調に進めていく彼ら。しかし容赦ない調査でチームリーダー・松平は、財団法人OJO（大阪城址整備機構）に奇妙な違和感を覚える。質問をぶつけても、のらりくらりと説明をかわす職員に、不信感は増すばかり。さらに調査を進める内、松平は400年もの間、大阪が守ってきた“秘密”を知ってしまう…。

あの三池崇史監督が“命を懸けて、何かを守る”男たちの姿を描いた本格派時代劇。歌舞伎界のプリンス・十一代目市川海老蔵が、初老の侍・津雲半次郎を演じている。実年齢とはかけ離れた役柄ながら、入魂の演技で観る者を作品の中へと引き込んでいく。その所作の美しさや殺陣のキレからは、梨園で生まれ育った彼ならではの老成した凄みが感じられる。その海老蔵と好対照をなすのが、若侍・千々岩求女を演じた瑛太だ。愛する者を守りきれない男の切なさを、若々しく表現している。全編3Dカメラで撮影され、日本家屋の奥行きを感じさせる映像の陰影も美しい。自らの信念を守るため、一命を賭して戦う男たちを鮮烈に描いた、三池監督渾身の一作。
