베트남 전쟁이 끝난 지 20년이 넘었지만 아직도 그곳엔 평화가 없다. 빈목이 이끄는 잔인한 테러리스트단이 현 정부의 정복을 꾀하고 있기 때문이다. 그들은 음식과 의료 보급품을 싣고 오는 UN의 비행기를 격추시키고 부유한 미국의 사업가 딸 가브리엘 프레스코트를 인질로 잡아온다. 그러나 미국에서는 정치적 이유로 이일에 개입을 꺼려한다. 딸을 되찾기 위해 필사적인 노력을 기울이고 있는 아버지 제이미슨 프레스코트(Prescott: 행크 브랜트 분)는 전직 소령이었던 하워드를 고용한다. 하워드는 로스엔젤레스 최고 안전 감옥에서 6명의 범죄자를 데려온다. 이들 중엔 덩치크고 다혈질인 미국 흑인과 히스패닉 소년과 소녀, 백인 스킨헤드와 부유한 백인 소녀 등. 이들은 범죄와 폭력, 지하조직과 관련되어 수시로 감옥을 드나들며 감옥에서도 잔인하기로 소문난 악동들이다. 그러나 베트남의 정글에서 게릴라전을 하기 위해서는 전술적인 군인 훈련이 필요했다. 적을 죽이고 임무를 완수하고 무사히 돌아오기 위해 서로 협동해서 장애물을 헤쳐가는 법을 배운다. 일명 코만도로 명명된 이들은 위험한 매복이 기다리고 있는 정글을 누비고 다니며 수많은 적들과의 전쟁을 시작한다. 테러리스트단을 완파하고 의기양양하게 계속 전진한 이들은 급류가 흐르는 강에서 수백피트 높이로 만들어진 다리를 건너던 중 몇몇 살아남은 게릴라에게 노출돼 대장인 톨리버와 그의 부하들이 잡혀간다. 감옥에 갇힌 톨리버와 부하들은 독사로 잔인한 고문을 당한다. 무사히 피신한 부하들은 이들을 몰래 추적, 폭파와 총격전 끝에 적의 요지를 부수고 대장과 동료들을 구한다. 얼마 후 테러리스트들이 세를 규합, 포위하자 배를 훔쳐타고 강을 내려와서 가브리엘이 갇혀있는 본부에 도착한다. 정글 깊은 곳에서 최후의 결전을 벌이게 된 이들은 빈목의 본부에 폭탄을 설치하고 그의 모든 기지를 파괴하고 테러리스트들을 살해한뒤 가브리엘을 구한다.

The Grimm brothers Wilhelm and Jacob, known for their literary works in the nineteenth century, have their lives dramatized. Wilhelm fights to write something entertaining amongst the sea of dry, non-fiction books they write and he sets about collecting oral-tradition fairy tales to put into print. Their life story is countered with reenactments of three of their stories including "The Dancing Princess," "The Cobbler and the Elves" and "The Singing Bone."

난쟁이 수용소에서 폭동을 일으킨 난쟁이들...역시 난쟁이인 수용소 관리인은 건물에 인질 한 명을 데리고 갇혀 있다. 밖에서는 몇몇 난쟁이들이 닥치는 대로 부수고, 불 지르고, 새끼가 있는 어미 돼지와 닭, 눈먼 난쟁이들도 괴롭히고, 그중에서 좀 더 작은 난쟁이 또한 괴롭힌다. 자신들도 당했을 폭력이나 차별의 것들에 대해 결국에는 자신들보다 못하고 힘없는 대상에 무차별하게 가하고 있었다. 그리고 결국엔 자신보다 우월한 대상에게 아무런 힘도 못 쓰고 도망쳐 버리는데... 영화의 등장인물 전부가 난장이인 영화. 이 작품에서 '난장이'는 인류를 가리키는 은유로 쓰이고 있다. 영화에 등장하는 난장이들은 자신들이 살고 있는 세계에서 동일한 장애와 한계를 갖고 있지만, 그들은 자신보다 못한 단점을 지닌 다른 난장이들을 괴롭히는데 주력한다. 이를테면 좀 더 키가 작거나 장님인 난장이를 괴롭히는 식이다. 영화의 이런 테마는 자신이 가진 한계를 인식하지 못하고 좀 더 많은 한계를 가진 대상에게 자신의 폭력적인 양상을 투영하는 인류를 강렬히 빗대고 있다.
