세관 파견으로 일하는 형사 잭(Jack: 마이클 파레 분)의 팀에 요주의 화물트럭을 구속하라는 명령이 떨어진다. 경찰은 지상과 공중 양파전으로 문제의 트럭을 추격하는 데 수상한 세단이 나타나 총을 쏘며 트럭을 공격하는 바람에 경찰 다섯명이 죽고 잭은 해고당한다. 잭은 같이 일했던 컬렌(Cullen: 이안 율 분)이 수상하다고 생각하지만 아무런 증거가 없이 억울한 실업자가 된다. 직장을 구하던 그에게 샌드라(Sandra: 레아 레이드 분)가 접근하여 쿠바인 부호 라르고(Roberto Largo: 마이클 아이론사이드 분)를 소개한다. 라르고는 아름다운 아내 에바(Eva: 바바라 카레나 분)를 경호해 달라고 부탁한다. 세관 자료원 레이첼에게 부탁하여 알아본 라르고의 자료에는 그가 20년전 체포된 적이 있으며 당시 체포 경관이 컬렌이었다는 것이 밝혀지자 잭은 라르고에 대한 눈길을 떼지않는다. 그러는 사이에 에바와 잭은 가까워지고 사랑이 싹튼다. 에바는 남편 라르고가 쿠바 망명자이며 카스트로로부터 조국을 해방시키기위해 싸운다고 말한다. 잭은 에바에게 라르고와 컬렌의 관계를 캐겠다며 정보를 달라고 하고 에바는 '스페인 장미'라는 배를 알아보라고 한다. 그러나 그런 배는 등록되어있지 않았다. 잭이 수소문 끝에 스페인 장미가 피셔 퀸으로 바뀌었고 배주인은 샌드라라는 것을 알고 피셔퀸 호에 탔을 때 그를 기다리던 라르고는 아내 에바에게 속아줘서 고마웠다고 말한다. 라르고는 쿠바로부터 마약을 수입하고 소련제 무기를 쿠바에 넘기는 일을 하고 있었던 것이다. 갇혀있던 잭은 그를 지키던 타이터스(Titus: 헨리 세레 분)를 해치우고 라르고와 컬렌이 거래하는 곳으로 간다. 라르고는 샌드라를 죽이고 지나친 돈을 요구해온 컬렌도 죽이려 하는데 그 때 잭이 들이닥쳐 싸움이 벌어진다. 둘의 싸움에서 라르고가 죽고 컬렌은 체포된다. 다시 에바를 만난 잭은 그 동안 라르고와 힘을 합쳐 자신을 속여온 것을 탓한다. 에바는 용서를 빌며 새로 시작하자고 하지만 잭은 냉정하게 거절하고 돌아선다.
