최정예 특공대원 카메론 포우(니콜라스 케이지 분)는 제대하던 날 아내와 귀가하다가, 자신의 아내를 노리는 폭력배로부터 위협을 받는다. 불행하게도 카메론은 그들 중 한 명을 죽이게 된다. 사랑하는 아내와 아내의 뱃속에서 자라고 있는 딸을 지키기 위해서였다. 그로부터 8년 뒤, 모범수로 가석방된 카메론은 결코 타지 말았어야 할 죄수 수송기에 몸을 싣는다. 이 수송기는, 미국 전역의 형무소에 격리수용된 악명높은 죄수들만 따로 통합 수용하기 위하여 세워진 새 형무소로 흉악범들을 이송하는 임무를 띤 ‘콘 에어’ 수송기였다.   모범수인 카메론은 그 형무소까지 가지 않고 중간 기착지에서 내리도록 되어 있다. 콘 에어가 이륙하는 순간 카메론은 예상하지 못한 위기를 직감한다. 8명의 죄수들이 콘 에어를 공중납치해버린 것이다. 죄수들의 행동 대장은 ‘바이러스’란 별명을 가진 사이러스 그리섬(존 말코비치 분)이다. 카메론은 사태의 심각성과 신변의 위험을 깨닫지만 기내에 동승한 연방 보안 요원과 간수들이 속속 당하는 것을 보고만 있어야 할 만큼 속수무책이다. 연방 보안관이자 진압 대장인 빈스 라킨(존 쿠삭 분)과 FBI요원 그리고 특전반은 콘 에어가 착륙할 사막의 중간 기착지에 매복한 뒤 기습소탕작전을 준비하고 있다. 수송기에 탑승할 중간 기착지의 죄수들이 대기하고 있는 가운데 콘 에어가 서서히 착륙한다. 그러나 내리기로 되어 있던 카메론은 보이지 않고, 라킨의 상관은 기내의 보안요원이 전부 살해된 것으로 판단하고 콘 에어 수송기를 공중 폭파시키라는 명령을 내리는데..

아이오와 출신의 시골 촌뜨기 죠(Joe: 제리 오코넬 분)는 청운의 꿈을 품고 뉴욕으로 온다. 그러나 터미날에 내리자마자 연달아 강도를 당하고, 철거직전의 폐허같은 아파트를 간신히 얻는다. 희망을 안고 아파트에 들어선 죠. 그러나 그를 맞은 건 샐 수 조차 없는 수만마리의 바퀴벌레들이었는데. 그러나 이 바퀴벌레들은 말도 하고 자신들만의 세계도 있는 바퀴벌레들. 바퀴벌레 전용 TV인 RTV에 성인채널까지. 서로 모여 브레이크 댄스를 추기도 하고, 의사결정을 위해 의회도 열고, 죠를 위로하기 위해 뮤지컬까지 만드는 보통내기가 아닌 바퀴벌레들이다. 바퀴 벌레들과 친해진 죠는 어렵게 일자리를 구하지만 온몸에서 불쑥 튀어나오는 바퀴벌레들 때문에 항상 해고당하기만 한다. 그러던 어느날, 죠가 살고 있는 아파트 자리에 최첨단 교도소를 건립할 계획을 가진 주지사(Senator Dougherty: 로버트 본 분)에 의해 아파트 주민들이 고난을 당한다. 아파트 주민들이 모두 이주한 이후 아파트를 손쉽게 허물기 위한 것. 윗층에서 투신자살하는 여자를 신고하기 위해 911에 전화를 건 죠는 주지사의 딸이자 911 교환원인 릴리(Lily Dougherty: 메간 워드 분)에게 사랑을 느끼게 된다. 죠의 사랑을 맺어주기 위한 바퀴벌레들의 노력에도 불구하고 결정적인 순간에 릴리의 얼굴 위로 쏟아져 내린 수천마리의 바퀴벌레 때문에 죠는 버림받게 되고, 주지사의 음모로 아파트엔 불이나 건물은 모두 타버리게 된다.

셔먼 클럼프 교수(에디 머피)는 실력있는 교수로 대학에서 강의를 하고 있다. 동시에 그는 햄스터를 실험대상으로 하여 사람의 체중을 뺄 수 있는 유전자적 약물을 연구하고 있었다. 그 자신이 보통 사람들 보다 워낙 덩치가 크기때문에 35세가 되도록 연애 한 번 해보지 못한 것이다. 그런 그의 눈 앞에 칼라 퍼티(제이다 핀켓)라는 어여쁜 여선생이 나타나고 어머니에게서 용기를 얻은 셔먼은 칼라에게 생전 처음으로 데이트 신청을 한다. 칼라의 승낙으로 젊은이들이 잘 가는 클럽에 간 두 사람은 그 클럽의 코메디언 때문에 저녁을 망치고 만다. 남의 약점을 골라 공격하여 사람들을 웃기는 그 코메디언이 셔먼의 뚱뚱한 몸매를 소재로 도마위의 생선처럼 난도질을 했던 것이다. 이에 충격을 받은 셔먼은 지금까지 양호하게 결과가 나왔음을 고려하여 자신이 직접 약을 마셔보기로 한다. 결국 그는 300파운드(약 135 킬로그램)이라는 경이로운 체중 감량을 하게 되고 그로 인해 새로운 제2의 자신인 버디 러브(에디 머피)가 탄생하게 된다. 그러나 유전자 변이 과정에서 체구뿐만아니라 성격마저 변해 따뜻하고 여유롭던 셔먼의 성격은 매우 오만하고 안하무인격인 성격의 버디로 바뀌었다. 칼라와 함께 데이트를 나간 그는 먼저 셔먼이 갔던 클럽을 찾아가 셔먼에게 망신을 준 코미디언의 약점을 잡아 사람들 앞에서 창피를 준다. 버디는 점점 셔먼이 아닌 자신이 셔먼의 자리를 차지하려 하고 셔먼은 그에 당혹해 한다. 셔먼은 버디에게서 자신의 위치를 다시 찾고 칼라를 얻기 위해 조수와 함께 싸우게 되고 동창회 장에서 드디어 버디를 이기고 자신을 되찾게 된다. 행복이란 체중에 달린 것이 아니라 있는 그대로의 자신에게서 찾아야 한다는 말을 남기고. 결국 칼라는 비록 자기 체중의 몇배가 되는 따뜻한 셔먼에게로 돌아온다.

FBI와 CIA에서 일했던 제프 블루(Jeff Blue: 데니스 퀘이드 분)와 제인 블루(Jane Blue: 캐서린 터너 분)는 첩보원으로 한 팀을 이뤘던 베테랑 요원으로, 이제는 결혼하여 딸을 낳고 평범하게 살고 있다. 우연히 마주친 얼뜨기 강도 무에르테(Muerte: 스탠리 투치 분)를 격퇴한 제프는 이 일로 쏘여 경감의 집요한 감시와 복수를 노리는 무에르테의 추적을 받는다. 신분을 숨기고 사는 이 부부에게 CIA는 도움을 요청한다. 강력한 플라스틱 폭탄의 재고가 도난당한 것이다. 그 배후에 살인광인 폴리나 노바책(Novacek: 피오나 쇼 분)이 있다는 것을 안 제프는 그녀와의 악연 때문에 일을 맡기를 거절하지만, 아내가 CIA에서 제시한 조건을 받아 들임으로 사건에 뛰어들게 된다. 작은 사건이 연속되는 가운데 블루 부부는 사건의 베일을 벗겨나간다. 유일한 단서인 포스터가 살해되고 노바책의 부하들은 블루부부를 살해하려 한다. 중간 연락책인 퍼더버(Mr. Ferderber: 소울 루비넥 분)를 위협하여 노바책의 아지트를 밝혀내고, 무에르테를 속여 아지트의 위치를 알아내지만, 노바책은 아내와 딸을 납치해 간다. 쏘여와 아지트에 침투한 블루는 아내와 딸때문에 노바책에게 투항한다. 한편 노바책은 간신히 탈출하지만 헬리콥터는 블루의 각본에 의해 CIA 요원 프랭크(Frank: 리차드 젠킨스 분)가 조종하고 있었다. 임무를 성공리에 완수한 블루 부부는 항해를 떠나는데 매번 당하기만 하던 강도 무에르테가 배에 몰래 승선하여 최후의 복수를 기도하지만 오히려 제인에게 당하고 바다에 홀로 남겨진다. 직업을 속일 수 없다는 블루 부부는 또다시 익명의 세계를 찾아 항해를 떠나는데...

영국의 십자군 원정에 참가했다가 포로가 된 로빈 은 감옥에서 탈출, 영국으로 돌아온다. 그동안 영국은 전장에 나간 리차드 왕 대신 그의 동생 존 왕자 와 사악한 영주가 왕권을 장악하여, 백성들을 착취하고 방탕한 생활을 일삼고 있었다. 로빈의 가족들은 병으로 모두 죽고 재산은 강제로 압류당해 있었다. 로빈은 유일하게 남은 맹인 하인 블링킨 Blinkin 과 재회한다. 로빈은 아추 Ahchoo, 블링킨 그리고 리틀 존 Little John 과, 사람들을 훈련시켜 존왕에게 항거할 계획을 세운다. 존 왕의 생일 파티에 잠입한 로빈은 그곳에서 만난 마리안 에게 한눈에 반한다. 존왕은 노팅햄 영주 Sheriff Of Rottingham 를 시켜 로빈의 제거 음모를 꾸민다. 마리안은 로빈에게 그들의 음모를 알려주고 이를 계기로 두사람은 사랑을 확인한다. 변장을 하고 활쏘기 대회에 참가한 로빈은 우승하나 결국 정체가 탄로나 체포된다. 마리안은 로빈을 구하기 위해 노팅햄 영주의 청혼을 받아 드린다. 교수형 직전 부하들의 도움으로 풀려난 로빈은 노팅햄 영주와 최후의 결투를 벌여 그를 쓰러뜨리고 마리안과 해후한다. 이때 십자군 원정에서 돌아온 리차드왕은 존왕자를 축출하여 왕좌에 복권하고 로빈과 마리안은 리차드왕의 축복을 받으며 결혼한다.
