第2次世界大戦中、才能にあふれた物理学者のロバート・オッペンハイマーは、核開発を急ぐ米政府のマンハッタン計画において、原爆開発プロジェクトの委員長に任命される。しかし、実験で原爆の威力を目の当たりにし、さらにはそれが実戦で投下され、恐るべき大量破壊兵器を生み出したことに衝撃を受けたオッペンハイマーは、戦後、さらなる威力をもった水素爆弾の開発に反対するようになるが……。
