2117年。公安局の執行官・須郷は、外務省から出向中の花城に、計画中という準軍事組織への参加を打診される。そんな中、彼は自らの軍人時代を思い出していた。2112年夏、沖縄。須郷は国防軍のエースパイロットとして、ある極秘作戦に加わっていた。それから3カ月後。国防省を武装ドローンが襲う事件が発生、身に覚えのない須郷も容疑者のひとりにされてしまう。彼は事件担当の執行官・征陸に協力して真相を追う。
