별다른 시설없이 교도소 하나 달랑있는 작은 마을 아티카. 마을의 모든 주민이 교도소와 관련된 일을 하며 살아가고 있다. 평생을 교도관으로 근무하다 퇴직한 뒤 술집을 차린 아버지 뒤를 이어 마이클 스미스(Michael Smith: 카일 맥라클란 분)도 교도소 교도관으로 부임한다. 베트남전 반대를 외치며 히피 생활을 하다가 아내가 임신하자 돈을 벌기위해 교도관이 된 마이클은 근무 첫날부터 제소자의 교정 교화보다는 복지 부동적 자세로 일관하는 선배 교도관들의 태도에 기가 질린다. 생리에 맞진 않지만 적응하려고 나름대로 노력하는데 교도관한테 뜨거운 스프를 끼얹는 사건이 발단이 되어 폭동사태로 번진다. 교도소를 장악한 제소자 중엔 맬콤 엑스를 추종하며 회교를 믿는 아프리카 흑인들이 많았고 이들이 폭동의 주축이 된다. 무장 군경이 몰려와 교도소 담을 에워싸고 진압명령만 기다리는 가운데 사건 해결을 위해 주지사가 파견한 오스왈드 위원(Oswald: 필립 보스코 분)이 도착한다. 협상을 통해 사건을 온건하게 해결해야된다고 하는 오스왈드 위원한테 교도소장 맨쿠시(Mancusi: 카멘 아젠지아노 분)는 일초라도 빨리 무력으로 밀고들어가 교도관을 구하고 교도소를 탈환해야된다고 강력히 반발한다. 한편 미친 듯이 날뛰는 제소자들한테 조직적으로 움직여야 한다며 교도관 폭행을 저지한 자말 엑스(Jamaal: 사무엘 L. 잭슨 분)는 제소자들 중에선 비교적 합리적인 사고를 하는 인격의 소유자다. 자말은 머리를 심하게 다쳐 중태인 윌리스 교도관(Willis: 제프리 포드 분)을 밖으로 내보내고 요구 조건의 전면수용을 주장하며 제소자를 대표하는 변호사를 협상 테이블에 내보낸다. 협상을 질질끄는 동안 마이클의 아내(Sharon: 앤 허쉬 분)와 어버지는 애간장이 탄다. 교도소 밖에서 진압명령이 떨어지기만 기다리는 군경 중엔 예이츠 교도관(Yates: 브루스 에버스 분)처럼 교도관이 다치는 한이 있더라도 빨리 총을 쏘며 들어가 교도소를 탈환해야된다는 강경파와 마이클
